Advanced Training Course on International Integration for Directors Generals from Ministries and Branches, and Directors of Provinces and Cities

In implementation of the 2020 Training Plan and the "Project on Fostering Knowledge and Skills for Civil Servants of International Integration", from December the 8th to December 10th, the Ministry of Foreign Affairs (MOFA) organized an Advanced Training Course on International Integration for Directors Generals of Ministries from Ministries and Branches, Directors of Provinces and Central Cities.

This is the third successive year that the MOFA has organized such a training program, showing that the MOFA has always paid a great attention to training programs for foreign officials. The course is particularly considered as a two-way forum so that the Ministry can synthesize and share information on the country's recent outstanding foreign achievements as well as listening to exchanges of international integration from representatives from ministries, branches and localities. 

This year's program marked numerous innovations in content as it focused on important issues and the country’s outstanding foreign activities such as moving towards the XIII Party Congress; Vietnam’s role as ASEAN Chair and non-permanent member of the UNSC; opportunities and challenges in the implementation of trade agreements, including CPTPP, EVFTA and RCEP; international situation in the Covid-19 pandemic; Vietnam’s policies in the face of new developments in the East Sea; multimedia behavior in the digital era. 

The program combines topics on knowledge and skills through seminars, presentations, and experience sharing. 

Dr. Pham Lan Dung, DAV Acting Director, emphasized that the course was attended by dedicated and experienced diplomats, experts and lecturers such as Deputy Minister of Foreign Affairs Nguyen Quoc Dung, Head of Vietnam’s ASEAN SOM (Seminar entitled "Vietnam and its significant marks as ASEAN Chair"); Prof. Dr. Phung Huu Phu, Standing Vice Chairman of the Central Theoretical Council, Chairman of the Scientific Council of Central Party Agencies (Theme on "key issues in the preparation and formulation of guidelines for the XIII Party Congress").

Sharing at the seminar themed "Vietnam and its significant marks as ASEAN Chair", Deputy Minister of Foreign Affairs Nguyen Quoc Dung, Head of Vietnam’s ASEAN SOM affirmed that despite facing difficulties such as the impacts of strategic competition among major powers on the region or new challenges such as the Covid-19 pandemic, Vietnam, as ASEAN 2020 Chair, has contributed to maintaining and strengthening the spirit of solidarity, cohesion, and adaptation of ASEAN. 

In addition, a number of important contents have been achieved, including reviewing the performance of the ASEAN Community in the past 5 years, proposing a plan to implement the formation of the ASEAN Vision after 2025, establishing the ASEAN Fund in response to Covid-19, establishing the ASEAN Bio Diaspora Virtual Centre (data analysis, provision of national risk assessments, regional response planning), official signing of the Regional Comprehensive Economic Partnership Agreement (RCEP) within the framework of the 37th ASEAN Summit. These marks are considered to help Vietnam fulfil the desired results in the ASEAN Chair year as well as enhance its reputation in the region. 

The course has attracted nearly 80 participants who are  Directors Generals of Ministries, Branches, Directors of Provinces, Central Cities, showing great interest from ministries, branches and localities in the country's foreign activities as well as the focus on capacity building for international integration. 

Regarding the teaching methods, in order to increase effectiveness, the course allocated time on interactions between participants and lecturers to exchange information, as well as answer to answer questions arising from their real work.
