Workshop on Hanoi Convention against Cybercrime – Vietnam’s Legacy in the International Legal System

On Friday, February 28th, the Faculty of International Law hosted a workshop on the Hanoi Convention against Cybercrime, a remark ofVietnam on the International Law System. The workshop was chaired by Mr. Nguyen Huu Phu, Deputy Director General of the Department of International Law and Treaties, Ministry of Foreign Affairs, and participated by lecturers, staff, as well as students from the Faculty of International Law.



The workshop was tailored to accommodate a diverse range of students, blending historical context with a storytelling approach to illustrate how the convention is brought to our homeland’s capital - Hà Nội. During his speech, Mr. Nguyen Huu Phu highlighted the global demand for a unified convention on cybercrime, Vietnam's significant contribution to the negotiation and drafting process, as well as the major provisions of the convention. He also impressed the audience with his thorough knowledge of ICT systems and privacy rights, which was even beyond his expertise in international law on treaties.

The Hanoi Convention, named after the city where it will be signed, reflects a merging of international and domestic needs for a comprehensive cybercrime convention. Vietnam’s initiative to host the signing ceremony in 2025 was well-received. To conclude his speech, Mr. Nguyen Huu Phu demonstrated the preparations for the signing ceremony, which was handled by different generations of Vietnamese diplomats. He also emphasized that since the Convention would take some time to be finalized, he wished attended students could consider his lecture topic as their research interest.



The seminar was undeniably a precious opportunity for international law students at the Diplomatic Academy of Vietnam to widen their horizons.
