TÓM TẮT NHỮNG ĐÓNG GÓP CHÍNH CỦA LUẬN ÁN

  Mặc dù Lào và Việt Nam đã có nhiều công trình khoa học nghiên cứu về quan hệ hợp tác song phương, trong đó có hợp tác giáo dục giữa hai nước. Tuy nhiên, vẫn chưa có một công trình nào nghiên cứu toàn diện, sâu sắc và cập nhật hợp tác giáo dục song phương Lào – Việt ở cấp độ quốc gia, tiếp cận từ nghiên cứu quan hệ quốc tế trong khoảng thời gian dài 30 năm từ 1986 đến 2016. Vì vậy, luận án có thể được coi là công trình nghiên cứu mang tính hệ thống đầu tiên về vấn đề này. Từ góc độ tiếp cận của một nghiên cứu sinh Lào, luận án đã cung cấp một cách hệ thống những cơ sở của quan hệ hợp tác giáo dục Lào – Việt Nam trong giai đoạn 1986-2016 từ khái niệm đến các lý thuyết quan hệ quốc tế liên quan đến đề tài để làm sáng tỏ hơn hợp tác Lào – Việt Nam trong lĩnh vực giáo dục, từ đó giúp hiểu rõ mối quan hệ hai nước trong thời gian qua. Thông qua phân tích nội dung và quá trình triển khai hợp tác giáo dục trong 30 năm qua 1986-2016 về cơ chế phối hợp, số lượng, các hệ đào tạo, loại hình, lĩnh vực, hình thức, chất lượng hợp tác đào tạo, cũng như kinh phí, chương trình, giáo trình, cơ sở vật chất, hạ tầng giáo dục, luận án cũng là công trình đầu tiên nghiên cứu, tổng kết thực trạng hợp tác giáo dục song phương giữa Lào và Việt Nam trong một giai đoạn dài với những kết quả đạt được, hạn chế còn tồn tại, nguyên nhân của tồn tại, từ đó rút ra những đặc điểm và bài học kinh nghiệm trong hợp tác giáo dục song phương hai nước. Những nội dung nghiên cứu trong luận án, do đó có những đóng góp tích cực cho công tác xây dựng, hoạch định chính sách đối ngoại nói chung, chính sách hợp tác trong lĩnh vực giáo dục nói riêng giữa Lào và Việt Nam, đây là nền tảng để góp phần nâng cao quan hệ hợp tác giữa hai nước. Ngoài ra, luận án là sự kế thừa từ nhiều công trình nghiên cứu của các tác giả đi trước, trong luận án sử dụng các số liệu, tư liệu từ các nguồn chính thống khác nhau. Do đó, luận án là tài liệu tham khảo cần thiết phục vụ cho công tác nghiên cứu, giảng dạy, đồng thời cũng là nguồn tài liệu tham khảo cho các bộ, ban, ngành của hai nước trong hợp tác giáo dục song phương

FINDINGS OF THE DISSERTATION

  Laos and Vietnam have many scientific researches on the bilateral cooperation relationship, including those in the educational field. However, there has not been a comprehensive, in-depth, and updated study on the bilateral educational cooperation between Laos and Vietnam at a national level approached from research on international relations in 30 years from 1986 to 2016. Therefore, the dissertation can be considered as the first systematic research on this topic. From the perspective of a Lao graduate student, the dissertation has provided systematically the foundations of the Laos-Vietnam educational cooperation relationship in the 1986-2016 period from concepts to theories of international relations related to the topic to clarify the Laos-Vietnam cooperation in the educational sector, thereby helping to understand the relationship between the two countries in recent years. The dissertation analyzed the content and the implementation of the educational cooperation in the past 30 years from 1986 to 2016 on coordination mechanism, quantity, training systems, fields, forms, quality of cooperative training, expenses, study programs, curriculum, facilities, and educational infrastructure. It is the first research to study and summarize the current status of the bilateral educational cooperation between Laos and Vietnam in a long period with obtained results, limitations, their causes, thereby bringing characteristics and lessons learned from the bilateral educational cooperation between the two countries. Therefore, the findings of the dissertation have made positive contributions to building and planning foreign policies in general and the cooperation plan in the educational sector in particular between Laos and Vietnam. These are the foundations to enhance the cooperation relationship of both countries. Besides, the dissertation is an inheritance of previous studies by many researchers. It included data and materials from different official resources. Therefore, the dissertation is an essential reference on the bilateral educational cooperation for ministries and departments of the two countries. Tóm tắt nội dung luận án, xin xem tại đây.
